Position Summary/Purpose of Position:

The Applied Research Laboratory for Intelligence and Security (ARLIS), based at the University of Maryland College Park, was established in 2018 under the auspices of the Office of the Under Secretary of Defense for Intelligence and Security (OUSD) to be a strategic asset for research and development in social systems, autonomy and augmentation, and advanced computing. One of only 14 designated Department of Defense University Affiliated Research Centers (UARCs) in the nation and the only UARC focused on supporting the intelligence community, ARLIS conducts both unclassified and classified research spanning from basic to applied system development and works to serve the U.S. Government as an independent and objective trusted agent.

ARLIS research is driven by a cadre of research scientists and engineers, faculty research specialists and project engineers, further supported by senior University of Maryland faculty and a consortium of university partners. Research is typically conducted through interdisciplinary teams including, for example, social scientists, computer scientists, psychologists, linguists, cognitive neuroscientists, applied mathematicians, political scientists, policy analysts, and systems engineers.

ARLIS is actively seeking engineers (Research Engineers, all ranks, and Faculty Research Specialists) to contribute to one or more of the ARLIS mission areas related to AI and autonomy, cognitive security, supply chain / technology protection, and insider risks. Immediate needs include support to architect, deploy, and operate cyber-physical test beds in support of complex sociotechnical system modeling and simulation efforts. The test beds will be used to assess and evaluate performance and security of novel policy and technology apparatus. The test beds include both commercially available and prototype products as well as modeling, simulation, and emulation software. The system engineer role will use domain principles — systems architecture, framework, and standards – to advise, administer, and perform scientific projects, such as planning, designing, and constructing specialized equipment, and ensuring adherence to sound engineering and scientific standards. Additional responsibilities include high-level technical design of cyber-physical systems based on stakeholder needs, integration of novel technologies into the test beds, troubleshooting, and task management. The role will evolve into increased leadership responsibilities, including direct interaction with project sponsors.

Salary is dependent on experience, qualifications, and rank.


Minimum Qualifications:

● M.S. (or B.S. with 3-5 years of experience) in Industrial and Systems Engineering, Computer Science, or related fields;
● Experience in system engineering, particularly model-based system engineering tools and techniques, including CONOPS development, operational requirements documentation, and deployment to initial operating capability (IOC);
● Significant experience with test-driven design, execution, and evaluation;
● Familiarity with most, and extensive experience with at least one, of the following:
o Developing enterprise architecture (EA) using DoDAF, TOGAF, UAF, or a similar framework
o Developing complete system solutions for AI-at-the-edge and AI-in-datacenters, including integrated modeling of how the compute hardware layer impacts the software stack and vice versa;
o Architecting and/or engineering systems that incorporate human-machine teaming, human-AI collaboration, human augmentation (e.g., AR/VR) and decision-support work systems;
● Ability to work as part of an interdisciplinary team where you will be an expert providing advice to different disciplines, including social and behavioral sciences, modeling, simulation;
● Strong analytic skills;
● Strong communication skills.


● Doctoral degree in Industrial and Systems Engineering, Computer Science, or related field;
● Significant experience with multiple topics from the list above;
● Experience with deployment, configuration, and management of operational systems;
● Experience with programming in languages such as C, C++, or Python;
● Experience with markup languages such as UML and SysML
● Technical, task, or project leadership experience;
● Organization of dynamic interdisciplinary teams, work distribution, scheduling, and communication;
● Good oral and written skills including the ability to document and communicate technical information in an understandable manner; ability to communicate in a wide variety of environments and with personnel at all leadership levels and with varying levels of technology expertise.
