The Navigation Research and Development Division (NRDD) of the Communications, Information, and Navigation Office (CINO) within the Applied Research Laboratory (ARL) at Penn State is seeking a Department Head for the Engineering Services Laboratory Department. This position will be responsible for: Operation and management of the department; strategic planning; preparation and execution of budgets; establishment and execution of sensor and system agreements with other departments for electrical, mechanical, software and laboratory test services; establishment and adherence to design and test processes; upkeep of state-of-the-art in-house laboratory test capabilities; and personnel management/career development. The NRDD is in Warminster, PA and is a satellite campus of ARL focused on developing the most advanced navigation technologies in the world, built around a unique laboratory specially designed to test incredibly sensitive navigation sensors. The mission of the NRDD is to provide expert knowledge in navigation systems for our Navy, Army, and other U.S. government sponsors. This job will be filled as a level 3, level 4, or level 5, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher in an Engineering or Science discipline (Master's degree preferred) or higher plus five years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. A Master’s degree in Electrical Engineering or Mechanical Engineering is preferred. Navigation sensor and system design and prototyping; matrix organization background experience is desired. The following prior experiences are required to be successful in this position: Engineering knowledge and experience in multi-disciplinary sensor and system design, implementation, integration and laboratory test operations; project management; team leadership; problem identification and resolution; giving presentations; communications, both written and verbal; and interpersonal skills.
