The Guidance and Control Systems Division of the Undersea Systems Office (USO) within the Applied Research Laboratory (ARL) at Penn State is seeking a Department Head for our Applications Systems Department. The Applications Software Department’s mission is to design, build, test, and deliver guidance software for undersea systems. The department is responsible for designing, implementing, and integrating software for science and technology demonstrations as well as engineering development and in-service weapons programs. It serves as the leading resource for ARL and undersea systems community in guidance and sonar systems real-time embedded software, software engineering, and integration and testing. Responsibilities include: organizational leadership - develop and execute the strategic vision, goals, and plans while promoting a thriving research and development environment for the engineering staff that fosters creativity and collaboration; resource management - work closely with the leadership of all USO programs requiring guidance and control software to properly plan, staff, and execute those programs while participating in new customer development efforts and business generation; technical leadership - provide technical expertise and direction through the development of outstanding research and engineering capabilities within the department, work closely with USO leadership to ensure rigorous execution, sound research and engineering practices, and the highest standards of technical work while directing and overseeing the software engineering function in developing, releasing, and maintaining software applications; and personnel management - define expectations, identify professional development and training opportunities, evaluate growth through performance reviews, recruit and train engineers to advance the department, develop faculty and staff, advise personnel to encourage and facilitate their growth, and provide technical leadership through coaching and mentoring. This position will be cross posted as Research Faculty and Research and Development Engineer. Faculty rank will be commensurate with education and experience. A Bachelor’s degree or higher in an Engineering or Science discipline and 5 years of experience is required. A Master’s degree in Computer Science, Software Engineering or Computer Science is preferred. Experience managing programs, people and organizational units as well as a demonstrated capability to set and meet goals and objectives is necessary. Effective verbal and written communication and presentation skills are required. Candidate selected will be subject to a government security investigation. You must be a U.S. Citizen to apply.
